This seems to have characteristics of a Thekla's Lark, and not a Crested Lark. Note 'bulky' shape, curve in lower mandible, less 'spiky' crest, short wing projections, and the bird was not on the ground. Plus it let me take a photo, while the Crested Larks always fly off.
