Seems common in the Acaime protected area near Salento, Colombia, as I saw five in two days, all perched in easy shooting distance for me with my camera, or a hunter with a gun. Maybe this is a good example of 'locally common' because I met a Colombian birder who has seen over 1000 species, and never this one.
