This could be a Tropical Pewee or an Eastern Wood Pewee. Being seen on the Pacific coast might make Western more possible, and the lack of a color change between at the crest might indicate it is not a Tropical. There is also a lot of grey on the chest, which is good for Western.
{Northern migrant}. Very difficult to differentiate from the [Eastern Wood Pewee] when ranges overlap. Supposedly more greyish, and with less of an orange/pink lower mandible.
